• Noi Bai Airport starts you further out. The airport-to-Hai Phong run is closer to 148 km, not 120 km, because you’re bypassing the city center entirely rather than adding to it.
• Friday afternoons, weekends, and holidays. The expressway itself doesn’t get congested the way city streets do, but the on/off ramps near both ends do.
• Where you’re actually being dropped. Cat Bi Airport and Dong Bai Ferry Terminal are on opposite sides of the city from each other. Ask your driver for a realistic time once your exact drop-off is confirmed rather than assuming the drive ends the moment you enter Hai Phong.

The rule that matters more than the average: if you’re timing this against a flight or a ferry departure, don’t plan around the best-case 2 hours. Build in margin. A missed Cat Ba ferry costs you a lot more than an hour of waiting around ever would.
